You only need a license for fresh water fishing. You do not need a license for ocean fishing, whether from the shore or on a fishing vessel.
Ahukini Pier is a great place for fishing. My dad used to fish there. Sorry I can%26#39;t remember what he used for bait. Here are some regulations for using the Pier:
The Ahukini recreational pier is a public fishing pier, and a facility of the Division of State Parks. Rules of the State Park system also apply to use of the facility.
Prohibited
To swim.
To use any draw, drag, seine, or other type of net except thrownet and crab net.
To use any thrownet or spear within 50 yards of the Ahukini recreational pier, or from the adjoining pier frame.
To snag any fish or possess any thrownet while on the Ahukini recreational pier.
To take or possess more than 75 akule per person per day.
To take or possess more than 5 mullet per person per day.

I also see fishermen on Wailua Beach early in the mornings. I%26#39;m not sure exactly what they catch. Good luck!

Thank you Hula4ME for your help. I will try fishing at the pier and find out what to use from other fishermen.
I suspect you need to be able to tell the difference between reef fish and anything else. You run the risk of getting ciguatera from eating reef fish.
Ive heard of that and Iknow it is common in baracuda. I am hoping there will be some knowledgeable (locals) fisher type people there that can help me.
Triggerfish and Parrotfish, too, I believe and anything that chews the reef.
